Do they use different bikes or set them up differently for the hilly stuff?

My bikes are not as stable at those speeds.

My bikes are not as stable at those speeds.

I don't know if they still do but the bikes for the uphill stages used to have a righthand STI lever for the rear gears and a downtube lever for the chainset. They also fit lighter wheels afaIk.

My Giant OCR Team was stable at 55mph downhill and that was stock.
