Still haven't found any numbers on top of seat tube, headstock or fork crown but have an x on the chainset.

The frame is unlikely to be earlier than 1938, more likely 1939 - on.
In the UK mid thirties there was an odd fashion for club/time trial bikes to have very small frames with shallow angles and handlebars that looped a long way forward.

Also the fashion for J shaped forks with a very sharp bend started about 1938.

Is that non-drive side crank alloy?

Crank is steel, just not as rusty as the other. Will have to strip down to find a number... maybe on the steerer tube.Seen similar seat stays on Granby frames.
