I had a the same kind of bracket on XT shifters circa 1996.
Not sure it is for a fork lock out, don;t think they existed or were common enough for Shimano to go to the troule; or bar end shifter - in both cases it look like the cable would need a preety sharp band as doesn't the bar get in the way?
