I think they've fallen out of the pub and stumbled into the bike shop by accident, started babbling and annoying the techs and owners, that's putting the shops off making them lose money and stopping the regulars coming in to get their bikes fixed.
Just give them a quick turn and a gentle shove back into the pub...
