On road if you're reasonably fit you can get up the hills with that gear. I've ridden up some pretty big hills on my 700c 46:18 geared fixie.

Why do you want to change to a smaller front ring? The 32:13 equivalent will wear out quicker and will only have around 6 teath engaged on the rear sprocket.
That makes sense, will be building it with the bigger front ring then..
