I opened up my existing quill bitd by taking the bolt out, screwing it in the other side and put some coins in the gap for the screw to go up against. As I wound and wound it opened up enough to squeeze a riser in! :-D

That is exactly what I tried to do, I took it as far as I dared and it still wouldn't go. What's more I have somehow managed to cross thread a pristine Answer ATAC stem now and marked some X-Lite XC handlebars that were in pretty good nick. In too much of a hurry to get it done, will I never learn :roll:
 
Control tech did them if memory serves. Pretty sure there were other brands that had the ringle look without the price tag.

I have a Trek System quill stem with front plate, must be 93 to 95 as afterwards their components were already Bontrager branded.

For something actual, Ergotec, a German brand, has plenty of quill models with front plate
