Pursuit Track 'KB' ID

Hi, I'm trying to ID a pursuit track frame I imported from Liverpool U.K. to Australia in the mid 2000's.

It was sold branded as a Cougar 531 frame by Dolan however I have always been suspicious of this and after stripping the paint back for a respray I have found some 'KB' logos pantographed/cast into the seat stay caps.

So assuming it's a British builder I can only come up with 'Ken Bird' that may fit the mould but it seems too late (assuming a 1991 build date - '91.xxxx' BB stamping) of a frame to be his (or Alec's) work. Are there any other builders that I've missed or brands that Terry may have built for?? It is not of the best quality and this led me to think of USSR builders (and I recall the seller having a Soviet-esque sounding name) however users on the 'Soviet Track Bikes' FB group have said its not.

Other than a builder could it be a manufacturer of investment cast lugs etc.?

Heres the run down:

Sold as a 531
No fork - I have a 700C fork on it in the pics but I haven't measured geo for a 650C
26.6 Seatpost - I haven't measured but 26.6 fits, 27.2 doesn't
120mm rear spacing
Lo-Pro/Pursuit geo
58cm CTC seat tube
58.5 CTC Top tube - sloping not ETT
10cm head tube
Has 'KB' logo on seat stay caps
BB has a cross cut out
Serial number seems to be '91.88851' but the BB cutout has removed some
I think it had Gipiemme rear dropouts - invisible now

Any leads welcomed.

It doesn't look like a Soviet bike to me either. They were XB3 / KHVZ and it was painted on, not cast into the frames anywhere. They didn't have cutouts in the bottom bracket and the stays are different.
