Shame to loose the mavic headset and increace the bar / saddle drop.
There are engineering solutions, including of course cutting the steerer and adding length.
But I though what if you pushed a star washer into the steerer about 2" down, machine a steel plug to fit inside with a hole drilled through the middle and secure it.
This would give you the required contact area, stop the problem of not trusting the set up, reduce the forces on the Pace crown, leave the Pace steerer intact.
As the 'joint' is halfway up the crown the whole forces are not taken by an M5 bolt either.
Anyone who is 'good' with a lathe could knock this up as well.
