Old Raleigh upgrade plus Specialized stem query

I've been given a 12 year old, virtually unused basic Raleigh mtb for my daughter. It's as good as nos condition but heavy & horrible gears, steel canti brakes, chainset, bars/stem etc. On the plus side no marks at all on the frame, good saddle, tyres and decent alloy wheels.

The bike will never be used for anything rougher than towpath & road riding so I think it will be fine for her needs.

Now I've got loads of spares in the shed so am thinking of changing all the kit for lighter alloy stuff and better quality gears/brakes/chainset etc. eg a mix of Acera/Alivio/LX. Should knock a couple of pounds weight off the bike. It's not going to cost anything other than time. Do better components make a big difference and is this worth doing or will I just be making a silk purse out of a sow's ear.

Also, I have this Specialized stem and bar which I am going to use. Can anyone tell me roughly what year/model it may have come from?
