These are commonly found on long John style cargo bikes (load on the front) to enable you to adjust the bars to clear the cargo or things being carried such as kids (needed to avoid hitting their heads!) We have one on our cargo bike. Not extended to that extreme, but works well and isn't as flexible/dangerous as it looks. However on that Saracen it is very offensive to look at!
