Further to OCP's suggestion perhaps take the pedals off the bike so she can more easily scoot along like a balance bike. Getting the balance first before starting to pedal is probably a good place to start.

I think yes, just want to check before I press the "Buy" button on some modern 700c wheels.

I was going to say yes, no problem, but then I remembered something I read a few weeks ago. It might or might not be that simple.
10 speed free-hubs if made out of aluminium have taller splines. Not sure about other 10 speed free-hubs.

Maybe measure the splines on your 10/11 speed free-hub and compare them to an 8/9 speed free-hub.
