weird as I always bid on stuff from france and never had any issues .

Any seller can block bids from foreign accounts. Not many do, which is why it didn't cross my mind that it might be a problem in this case. The seller didn't specify French bids only in his auction description. About half my eBay purchases are from France and this is only the second time in seven years that I've had this issue.
