No as the seat post will end up rocking inside the seat tube making it worse.
The post needs the support of the lower part of the seat tube to stay stable at the clamp area.
Clean the seat tube as much as possible and use the correct width post with a good length then a good clamp (brand name is pointless here, you need decent mechanical action!).

It depends. Its steel so easily repaired but is it anything special, irreplaceable, etc.
It wont fail spectacularly but you'd be thinking about it every ride.
