I'd think it was the other way round, issue will be with the brakes and ensuring that they have a enough drop to reach the rims of 700c (if positioned for 27").

I've got a 63/64 Tourmalet - will sort pictures later.
 
Only 4mm difference at the brakes between 27 x 1 1/4 and 700c. However, even that extra drop can be difficult to find some times.

Just an update, i've test assembled the bike while wait for a few more parts to come.
should be riding it in the next week or so. Thinking of removing decals from the wheels though.

Thanks, I've got brown handlebar tape on now and brakes are fitted, got a pair of Shimano Tiagra calipers very cheap.
