I had a frame done here http://www.colour-coatings.co.uk/ it was a good quality finish that has taken a lot of abuse. They're friendly and seem to do a fair few bike bits in between batches of heavy duty industrial stuff, give them a call and ask.

I forgot to add that they work with Ral colours and have chips to aid selection, there appears to be a Ral colour 1026 called "luminous yellow" that might fit the bill.
