I’m trying to fit a crown race to a 1” threaded fork. I can’t find a tube the right size, is there another way of doing it carefully?
Plus how much threaded fork normally sticks up above the top of the headset lock nut?

Forks upside down in an engineer's bench vice opened a fraction wider than the steerer diameter and the crown race on the steerer resting on top of the vice jaws- if you are confident that you can simultaneously:
a) hold the forks upright in this position
b) aim a hammer onto a block of wood in between the fork blades
c) check that the crown race is going on square and adjust if not.
..And if you are confident that the vice jaws are not opened far enough to allow any part of the crown race to slip in between them.
