Hi guys. Is it really a 19“ frame if the cc seattube lenght is 16“?

The measurement is to the top of the seat tube not the centre of the top tube. The size can vary a bit though as you can see. The actual size is in the serial number, the first two numbers, the last three are the production number

As i said, "actual" sizing can and often does vary from the stated size. Most frames i have do not measure up to the stated size thats why its always best to use a tape measure or ask for actual measurements

The number of my Dean is P19041 and has 47cm c-t-t (18.5 inch).
