I'd like to keep the original Campag Record headset, but it's got a bit of surface rust. Is it feasible to have the parts re-chromed?

Try using tin foil and water to clean it up. It worked wonders for the forks on my Gios (photos in my build thread). Looking at the photos it should work & save you a penny or two.
 
If the headset parts aren't pitted, I'd try a good metal polish. If no success, I've seen lots of headset parts, replacements shouldn't be difficult to find. So what are your plans for the restoration? Are you still painting it yellow? Components? My decals are very close to the originals and can be ordered from Velocals. Please post pictures of your progress.

Yes, will go with Canary Yellow and try to get the decals in black with yellow pinstriping and replica headtube & seattube badges with rainbow stripes on the seattube.
I want silver finish components as far as possible, to keep the period look, but will probably go with a modern compact 10 speed drivetrain as I'd like to ger some use out of it!
