Chainline woes

The shifters are xtr. The rear mech is xtr. The rear block is xc pro.

It seems to have issues dropping onto smallest cog so I assume because the cassette isnt especially ramped.

You could try running an alloy jockey wheel at the top, the floating Shimano type may be preventing it dropping. It'll mean having to keep a closer eye on your indexing, but if it works...
 
I'm interested to hear how far the largest ring "should be" from the right stay?

That'll vary hugely depending on the frame. Fatter chainstay = less chainring clearance. Chainline is measured from centre of BB shell to middle chainring, old-school MTB standard is 47.5mm for a 68mm shell or 50mm for a 73mm shell. Since all this outboard bearing stuff came along everything's been 50mm.
