Cannondale SM400

Good morning,
I'm currently rebuilding an old Cannondale Team Red SM400 from April 1990. During the work on the bike my view stuck on a tiny little thing mounted at the head tube. Does anyone knows the function for this? I'm already found out, that the bigger frames sizes from mid/late 80's until early 90's had this mounted too.

I always assumed it was a pump peg as well.

I'm just putting together a 1990 Red Shred and that has one fitted.

Pump peg make sense at this position ... but that means, the pump must be pretty huge for a 22" frame, because the top tube is around 60cm

I am also puzzled by this.
There's one on my sm800
I don't recall one on my sm400.
