Can anybody identify what model/year this Saracen frame is?

It doesn't need one. The inner cable just goes through the noodle brazed to the side of seat tube and then straight to the canti. ;)

Was this welded noodle design more akin to touring-type frames? I've seen it on several pre-vbrake touring bikes, such as the Trek 930. Possibly it's more discreet - out the way of potential luggage damage than what a normal canti-stop might receive day in day out on a loaded tour. The Sahara had the dual purpose as general off road bike and rugged out-of-bounds expedition tourer, it had this design too but now discounted due to weighing more. Seems to be a strange feature for an MTB nonetheless.

It is from bankrupt surplus who got them direct from Saracens warehouse. Maybe they banged together frames from what tubing they had left in stock and left them unpainted?
