Brakes - Rear brake does not work at well as the front. I've tried tightening the cable, adjusting the caliper position, reducing the cable length but nothing makes it perform better. Mechanic says the spring is tight enough; pads and cables are new ... Any suggestions?

Are you sure it's a brake and not a speed modulator?

Is the cable routing good? Too much flex will give you poorer performance and a spongy feeling. I've got that on my current summer bike, but I still have enough power to lock up the rear wheel, so can't be bothered re-routing [insert lazy git emoji].
 
Brake blocks are in the wrong way around by the looks of it.
Block material could be old and hard, try some Coolstop ones.
 
Try another spring…..ensure your have thin brass type washers in between the brake caliper arms on the main pivot bolt.
 
Use a good quality brake outer, most stock cables come with very flimsy outer which compresses a lot when the brake is applied.
 
The brake arms look very close together where the cable attaches. Are you sure that brake is designed for a bike with narrow rims?
