As I mentioned, GB took over the Balilla imprting / name in the 50-60's, Prior to that Ballila appeared on Frejus brakes.

Google should throw up the Frejus connection.

Have just been carrying out more internet research ref. Gerry Burgess and G.B.
Interestingly all the brake calipers shown on the various websites, had the adjustment on the right hand side (if you are facing the brake from front or rear) mine are on the left. Can they be either side, or is this slightly unusual

Your brake levers appear to be the earliest design available from late 1945 and into the mid 1950s. The Superhoods appeared in the Holdsworth Aids catalogues in 1955 and the Standards continued to be sold.

Your levers are missing the brass adjuster. The cropping of brake caliper photo does reveal if there was any tension adjustment at the caliper end.

what is the date of the frame?

As mentioned I think it's a Ballila brake imported by GB and stamped with their name in place of Frejus.

A wealth of information indeed.
Not sure about the age of my frame, but looks to be in the late 1940,s , early 1950,s period, thus fitting your time frame for the brakes. I would imagine that the immediate post second world war period, was a very interesting one from the production point of view. I guess you quite often had to go with what was available, rather than what you wanted.
All of the side pull calipers, bearing "Balilla" in script, have adjustment on the left, like mine. all of the G.B. marked ones are right hand adjustment.
Perhaps further arguement that these were very early imports
