Hard to make out but just a simple splitter coming out of the lever by the looks of it.
Both standard & Bio-Fitting levers are designed in such a way that they can be fitted with dual cables and calipers for the rear wheels. The system includes an extra brake complete with two adapters to be fitted in place of the quick release device.

As far as I can make out, they have it set up so that the LH brake lever is controlling the front and lower rear brake, whilst the RH brake lever is controlling the upper rear brake.
