I have these for you. Theyre M6 Standard. But I assume the bolt in the Cinelli stem is M8, correct?

ITM had them in both expander bolts and bar clamp depending on model. Maybe look for a 400 model or Eclypse, use the plug and sell the stem

As others have said, I don’t think Cinelli stems have ever had a cap on top and I have owned a lot of them. Also mentioned above, some 3TTT stems did have one.
