I think so. The position and format of the serial number, the style of wrapover, lugs and crown, position and type of cable stops and pump pegs, and the form of the fork blades all match Mercians of the period. See if you can get them to honour 1963 prices: frame and forks stove enameled any colour £2 0s 0d ... lugs lined 12s 6d ...If so, I'll put a budget aside for making it nice as it does need a bit of work.
