Who owns the wood?

Round 'ere the Forestry commission charge approx £40 for a scavenging licence so you can take as much as you can for a 3 or 4 months period. Can't use chainsaws on their land unless you have full insurance cover, certification etc. I usually get enough to last 2 years for that. Much better than coal.

Private landowners - well its up to them really. We have right of access almost everywhere but can't just go taking stuff without consent.

Strictly speaking you aren't supposed to burn pallets, they are treated timber and give off lots of chemicals when burnt. We got told off by the local enviromental health person and told next time there will be a fine

And then you see pallets being burnt on TV inside old oil drums on the picket lines

we used to collect wood in the local area, If I remember rightly, as long as you dont damage the trees themselves, dropped branches are fine.

Aye- I always though windfall was fair game too.
