Round 'ere the Forestry commission charge approx £40 for a scavenging licence so you can take as much as you can for a 3 or 4 months period. Can't use chainsaws on their land unless you have full insurance cover, certification etc. I usually get enough to last 2 years for that. Much better than coal. 
Private landowners - well its up to them really. We have right of access almost everywhere but can't just go taking stuff without consent.
