I couldn't say. I don't recall ever seeing anyone in a cloth cap to be honest, it was the 90s, so the whippet factories and steel mills had all long gone.
One thing that really struck me, having moved from Folkestone, on the Costa del Kent, statistically one of the sunniest towns in the UK, was the rain, it would rain non stop for days on end and you could go weeks without seeing the sun. By 'eck it were grim.

Ah Folkestone, my ex wife grew up nearby. Britney. Britney Ferries. Roll on roll off........
We’d climb the Martello towers together. Then she’d go down first, pulling me off afterwards.
If we went too far she’d come out in hythes.
