WTF is that...
It doesn't appear to steer or stop and the saddle needs "securing"! That's not brown paint - it's the nervous expulsions of the previous owner!

And it looks like the pedals will barely clear the ground. Not that you could pedal any way, what with your knees bashing your ears (assuming they can clear your outstreched arms!)
