Zaskar with odd u brake

That's how they usually have seatstay U-brakes, look at any BMX frame with seatstay brake mounts. It's a tidy way of doing it, with the cable routing and all. Couldn't tell you if it works better.

i would have thought you want the brake to flex outwards and not grab the wheel too much or too harshly, bmx's in my day had brakes to the rear also, I can understand the need for clean lines and less things to get caught snagged on todays bmxs though

You're right, it's not common on MTBs but I can show you hundreds of BMX frames set up like the GT. Maybe someone from the BMX department welded the mounts on?
 
I just saw one early Zaskar here with the rear brake mounted like on this one. The frame was quite small too, so might be one reason for that. I just guess another reason could be the possible bmx-style purpose of a small frame like that.
