yet another frame ID question

Mixte frame, ornate lugs, serial code SU56031 on lefthand drop out - any idea as to manufacturer? Assuming it's Raleigh but can't find reference to an SU code...

Pics might help, Loads of builders turned out Mixte / Twinlat frames. Even Cliff Pratt Cycles where I used to work
