Slip the tie wraps in to a bit of road innertube so they don't rattle.
On any bike with a larger than 30mm seat post i also have a innertube stuck inside it (or did, these days i just throw one in the pack). One of my ubi projects was to design and build a co2 inflator that hid in a seatpost. Haven't used it in years as the little pump isnt a hardhip to carry, so it lives in the tool box. (Also I'm from yorkshire and co2 cylinders cost money)
I dont get the modern trend in MTB to use straps to hold random tools and tubes to your bike, the best one is the lori strap that holds it under your seat but without the added protection of a seatbag.
