What size is this Kona?

She might get away with it with short stem and low seatpost, ideally better to get a smaller frame to be on the safe side.

It's a size 18 1992 Hahanna, top tube = 22.5 - i.e. half an inch less than a current size 18

it should be fine for someone of 5-7, although maybe she'll prefer a shorter stem and a riser bar, as ladies often do

Thanks Anthony, I've just been told she may be shorter than that though! Will confirm her height and make a judgement from there.
