I've been looking for a photo to post of the old style (talking 80s here!) handlebar pannier rack I'm after, but alas can't find any 
To those who can help; twas a rack that hooked over racing/drop style bars and you didn't bolt it to anything. I used to secure the handlebar bag to the mudguard eyelets with a bungee kinda strap. Ron Kitching used to sell them back in the day.
I find the bags/racks of today interfere with the cables from brake/gear levers. This ol' style rack I'm after would sit the bag higher and out of the way.
