I'd say it converts cable to hydraulic.
Looks like two levers back to back with the cable actuating a a short lever, which in turn pushes the piston.
You would be fitting hoses and calipers to it.
 
this is only a couple of years old. out of date yes, retro - not really! It clamps to the fork steerer, and the pistons are pulled by cable from standard drop bar road levers, and convert that to hydraulic all the way from the stem to the brakes. A stop-gap solution for running hydraulic disc brakes on road or cross frames with drop bar levers, before shimano and sram came out with dedicated brake systems.
