Appears to be a genuine steel Dynatech / M Trax stem, from the 1994 or 1995 range. Not sure why it has an UGLI sticker, though.

It was all made by Raleigh. UGLI was a specific fork made by them - Uncle Geralds Latest Invention... I beleive?
