Tyre fitting problem

There's your problem - the tyres are 590mm bead seat diameter, while the wheels are 597.

It's the ETRTO number which matters most.

The tires going on are 35 - 590 (650 x 35 A - 26 x 1 3/8 ) World Toour.

The tires I took off are 26 x 1 1/4 (32 - 597) fits BS rims EA 1 E1

No tyre expert, but speaking as engineer (software) :D the issue is the 590 vs 597. Looking at Sheldon there are two 1 3/8 sizes - one with a BSD of 590 (E.A.3) and one 597 - (S-6). I suspect you need the latter, and no amount of brute force/swearing will overcome the 7mm difference in BSD - almost identical to the difference between 700C & 27" rims.
