Thus this frame pre-dates 1973 frame numbers

Raleigh race team became Ti Team in 1972 taking over from the Carlton team, they assumed the red yellow livery
that year, Red/black in 1974ish.

Therefore the earlist incarnation of Raleigh Team liveries bikes for the masses were from 1972 onwards and must be yellow and must therefore be Carlton numbered bikes since 1973 bikes are the new system.

I stand to be corrected but think this is logical

Is it a Europa as that's what it says on the down tube? Kit on it looks a bit more modern than 1982

Yes, the rear mech Suntour lux is from 1973 the Weinnman stuff on bikes from the 1960s.
The crank may be latter, the hubs are Maillard Normandy high which started around 1965 onwards

It may have had some replacements along the way

The Europa thing is a confusion and was to me when I first saw it, which is why I went to such pains to explain
the frame numbering system, this cannot be latter than 1972.

I can onlu conclude that in the first year of Ti Team , 1972 they had just one mass liveried bike.
 
Seat Tube Decal is not your standard Ti Raleigh...so suspecting this may not be genuine??

I appreciate that you have gone to lengths to explain and I do not wish to debate whether it is or isn’t. In my humble opinion it looks very suspect, the 531 decals look newer than the bikes age, the pressed rear dropouts are indicative of hi-ten and the lug lining on the head tube is very amateur. The long and short of it is you will struggle immensely to get a decent figure for the bike and would be better of selling as a clean Europa and cutting your losses. Just my humble opinion.

A couple of easy tests, although by no means conclusive are to check the seatpost diameter and to weigh the bike.

The seat post is appx 26.4 you can read Sheldon Brown and other cycling forums for the 26.4 plain gauge
sizing from the 1970s.

Two things

This is a plain gauge 531 the assumed 27.2 of Raleigh 531 was different across the 1970s range.

The double butted frames were 27.2 , although some were 27. I had a 653 that was 26.8

I also had a 1975 Team Raleigh frame, which I sold, that also had the rather dodgy lug lining around the head I guess
they weren't too good at that in the factory then for volume bikes. That also had pressed drop outs
