Thoughts on frame size

I'm trying to work out the frame size of the bike pictured. I originally thought it was 17" (medium) but now suspect it is smaller.

Bottom bracket centre to top of the seat tube is 17.25", BB centre to centre of top tube is 15"

Top tube (centre of head tube to centre of seat tube) 22"

Stand over height clearance for me (5' 10.5") approx 4".

17/18" top tube length depending on how you like it. (23" horizontal is a typical Kona of the 90s 18", 22.5" for a 17")
I added an inch to get to a horizontal.

So call it 17/17.5", it's up to you (well in fact up to the manufacturer on how they measured it. Kona and many were centre to top.
A few did centre to centre and some even did centre to top edge of the top tube.
