Strong Track Style Frame/Bike

I am looking to build up a single, fixed bike for super quick city travel. It only has to see flat roads in London, but roads in london are crap so I'm looking for a hard track style frame or bike to build on or just use, not so worried about weight as I would be if it really was a track bike.

I would be eager to maybe swap/part ex for a brilliant condition 531 Competition road frame I have.

Have no care for aesthetics, just speed and practicality.

Don't know what size you need. I have a nearly new steel track bike which is just a bit too big for me - it's a 53cm frame, so would suit someone 5'7" to 5'11". Miche parts and mavic wheels - yours for £350. Tough as old boots. I'm in SE London. Let me know if you're interested.
