How do you measure a stem to confirm its size?

iwasgoodonce has a stem that suits Mrs GT's requirements, so how do we confirm if its an 1" 1/8th?
 
I am almost sure the frame it came off is a Dawes Edge (you don't see many of them around) with a quill to ahead adapter. Using a cheap and nasty micrometer the quill bit has a diameter of approx 24mm and the ahead bit of around 26.5mm All measurements are 'ish'.

It needs to measure 28.5mm to be an 1 inch 1/8 stem on I/D @steerer tube clamp end. The dimensions look like the stem you have is a bit small, possibly 1 inch.

That micrometer must be really cheap and nasty :!: :!:

The quill section will be 25.4mm (ie one inch) diameter and the part where the stem clamps will be 28.6mm (one and one eighth inches) diameter.
If it's a one-and-one eighth stem then the steerer end has that inside diameter - that's it really. If it's a 1"stem, then both the steerer clamp end and the bar clamp end will have the same internal diameter (25.4mm).
That's the quickest way to check I suppose, although the difference in the two sizes is pretty obvious..
