how much would it cost to make a bike a single speed?
and what parts are needed?

For a simple setup, then around £10.
1 Single speed cog, with spacers salvaged from a couple of old cassettes and a lockring also salvaged.
2 Some single speed chainring bolts for the middle chainring.
3 Use an old rear mech as a tensioner.

You can make it as elaborate as you like afterwards...
