Shimano Dura Ace 7100 Help

Running full Dura Ace 7100 but when I put any power down gears tend to jump from low gear (24) straight through to high (13) how can I solve my problem? Thanks in advance.

I presume you have downtube friction shifters?

The rear mech can only travel from the larger cog to the smaller cog if the friction shifter moves forward. Does the right hand lever move forward on its own because its a bit loose?

Yes the lever goes forward on its own but it is tight

I guess it's non indexed, is the shifter assembled correctly or has bits missing? The spring in the rear mech shouldn't be able to overcome the friction resistance of the shifter.

Yes friction shifter, nothing is missing from the shifter lever, guess I'll have to pack it with an extra washer and see if that fixes it.

I seem to remember a similar problem from several years ago which was something like the cable sticking and being pulled by the frame bending slightly.
Or am I dreaming?
