seat collar safety

So I've got a 31.8mm seat collar, but the diameter is too big for the seat post of my frame. However, the inside diameter of the collar is stepped, in other words has a thin section at it's top, which is the right size for the seat tube. I'm assuming this section normally sits on the top of the seat tube not around it. Is it safe to use with the thin small diameter section clamping the seat tube?
 
I wouldn't.

The width of the seat clamp is designed to spread the clamping load. If you subject the same amount of clamping pressure to a much smaller contact area, you're more than likely going to run into difficulty - at the very least a crimped seat tube.

Why not just shim it inside for now? A strip of fizzy drink can might do the trick. Wrap it around the seat tube and slide the seat clamp down over it...

Or just stop being a tight a**e and buy a smaller clamp!! ;)
