Rocky Mountain Element TO

This is a puzzle - I think it may be an interim model between 2001 and 2002, but there isn't a TO in the Bikepedia list for either year, the decals are nothing like 2001 and not the same as 2002. For 2002 proper, the TO was replaced by the Team sc, but I don't think this is a scandium frame and the seller isn't claiming it. It also appears to have a non-standard shock, and the black rocker is also non-standard for either of those years. I have seen another one just like it, including black rocker, although they could both be the same bike of course.

Team SC and TO where available in 2000, though TO was Blue/White . SC was frame only and no idea of colour.

I would guess this is a late 90's frame, it's more in common with 1998 TO (paint scheme for one thing), and the spring style and black rocker was on the model lower than the TO (Race ?) that year. The Dukes are a later addition I would guess, just happen to be a similar colour.
Am I reading that right, it says it not coming with the shock (or mech or stem), but two DT ones are available...
