Ritchey V4 Comp pedal help

I thought i would service one of my pedals (why i don't know as brand new) They are old style ball bearings set up. They have a dust cap then the lock nut then the cone nut then the brarings. But i can't tighten then up correctly and when i spin the pedal it tightens the pedal up. In my book of cyle maintance it show a lock washer between lock nut and cone nut. But their was no lock washer between them on these pedals.
The importers were 'a chocolate tea pot' And Ritchey have not replyed to me. My LBS couldn't fix it either.
Please any help/advice how about replace with sealed bearings?
