Looks like a smaller Ringlé to me.. I'll probably be wrong though..

Sadly not a ringle...that's what I thought having looked at the steerer clamp bolt, most likely a cheap kalloy job or similar

I've got no idea what the stem is, but I'm looking at getting this (subject to haggling on price) as its a 20" frame and I should at least be able to fix it up nicely.
