Removing paint overspray

I have a very nice older bike, 1980s?, half chromed, possibly nicely painted, but the whole lot has been sprayed over probably by aerosol rattle can.
Cellulose perhaps ?
I imagine this was done to deter theft by making it look awful, it certainly achieved that.
I want to remove the more recent paint without wrecking the original - can it be done ? If so how ? I dont want to have to start again and repaint the frame.
The sprayed on overcoat was all over components too, most has now been scraped off, still finding bits

Cellulose thinners on a rag the newer stuff should lift, the older (original) should be much harder, as soon as the new stuff starts breaking up stop then remove what's left with a light rub with T-Cut.
