a bit confusing, but a serial number might clear things up

he means the Outside diametre of the tube as they take a 31.8 (1.25'') front mech, a 91 would be a 1'' headset

ah ok. Yes, a 91 would be a 1" headtube. Just don't often read people referencing the tube diameter beyoind that in inches.
