rear brake bosses on KHS - are they removable?

i have a mid 1990 KHS true temper
the rear brakes (canti) boss is broken
can i relace it - i tried to unscrew it (what left of it) but it shows resistance

you can tell if its removable its got flats on it for your spanner non removable ones are round at the base
